CLASSIFICATION
Lithium cells and batteries must meet requirements of the UN Manual of Tests and Criteria. The manufacture must record the test results and maintain them (indefinitely).
This transport data sheet uses the small lithium metal cells and batteries exceptions in 49 CFR 173.185(c). The criteria is:
- The lithium content may not exceed 1 g for a lithium metal cell or 2 g for a lithium metal battery. The CR123A meets the criterion not to exceed 1g lithium metal content

PACKAGING INSTRUCTIONS
Under the exception for smaller cells or batteries such as the CR123A, lithium cells and batteries must be packed in inner packagings that completely enclose the cell and battery then placed in a strong rigid outer package. Each package of lithium cells or batteries must also be capable of of withstanding a 1.2 meter drop test in any orientation, without damage to the cells or batteries contained in the package without shifting of the content that would allow battery to battery or cell to cell contact and without release of the contents of the package.

SHIPPING PAPER REQUIREMENTS
Normal documentation requirements are waived when transported by road. Equipment containing lithium cells or batteries is still hazmat, but are not marked “HM” on the shipping document because they are not subject to documentation requirements in 49 CFR 173 Subpart C.
